The backlog tolerance has been reduced by 1 as part of the change. A backlog is not tolerated now if it is >= ?WORKQUEUE_BACKLOG_TOLERANCE, rather than requiring it to be > ?WORKQUEUE_BACKLOG_TOLERANCE
