Node 10 would reach to LTS shortly! This PR will upgrade Node version for development to 10.x and add test environment for CI.
There are not any changes of code. We had considered migrating to ECMAScript Modules, but currently we have no actions because PostCSS module is not support universal JS (requires bundler for browser).
