Text placement method `angle`

Similarly to text placement simple, text placement angle allows to specify direction of the text position, but rather numerically as angle in degrees. This makes angle calculations easier and more accurate. There are three new properties of text symbolizer for that: angle, step and tolerance. All of them in degrees.

The <Placement /> can also be used.
