Issue 88: hold off on DESTROY decoration and Strategies

• Issue Add the ability to destroy environments through the pipeline #88: (re)-implement the ability to destroy environments
• I don't want to have to modify every plugin to decorate the new DESTROY hook. Too much might break here.
• Same with Strategies.
• I love these ideas, but let's approach them in a major release. The work will go into Issue Refactor hooks in TerraformEnvironmentStage #255
