Provide a manylinux dockerfile for wheel creation

Context

Related to maliput/maliput_py#81

• maliput is started to be released via PyPI, To do so we need to create a wheel with support to manylinux platform: https://github.com/pypa/manylinux
• In order to create the wheel we have to do it in a contained environment: https://github.com/pypa/manylinux#docker-images
• Maliput ecosystem has more dependencies than the one that are already provided in the available docker images:
  • For the moment targeting maliput/maliput_py and maliput_malidrive

Proposal/tasks

• Provide a dockerfile that extend quay.io/pypa/manylinux2014_x86_64 docker image to be compatible with maliput wheel creation.
• Provide a workflow to be run on demand (workflow_dispatch event) for pushing the docker image to the ghcr
