Add initial support for multiple GeoPackage specification versions

This PR adds initial infrastructure to allow libgpkg to support multiple versions of the GeoPackage specification.
As an initial test I've added application_id/user_version checking and added the change to the schema of gpkg_data_column_constraints requested in PR #1.
