Bump crossterm to 0.24.0

• Dropping pinning of bitflags: This was initially pinned because of clap 2.33.3 has incorrect MSRV due to bitflags 1.3 MSRV bump clap-rs/clap#2691, but we use a newer version as MSRV as of now in CI.
• Bumping crossterm and custom deserialize: crossterm changed the deserialize to read things like ansi_() and rgba_() instead of what we have. Remove deserialize_any and fix inconsitent serialize format. crossterm-rs/crossterm#604
