Previously the CLI proceeded to try to withdraw from the sidechian, before the rewards are available in a user's balance. In order to compound rewards, they are now treated as a delegation. As a result, claiming rewards requires that unbonding the rewards delegation, and to wait until elections.
This PR fixes that.
