Is your feature request related to a problem? Please describe.
When investigating a city, the information is lost when the city dialog is closed. It can only be preserved with a screenshot.

Describe the solution you'd like
As a minimal update, the client should remember what you've seen in the current session.

Describe alternatives you've considered
Have the server remember this info too (even across reloads). It would be nice but it's a lot more work.

Allow reopening investigated cities

The client was already remembering information about investigated cities, but
there was no way of seeing it once out of the city screen. Allow reopening the
city screen by clicking on the city.

Closes longturn#2059.
