Running testFunctional in the Scala community build #318

The implementation of testFunctional has certain benefits and certain costs.

Given MiMa is written on top of nsc, I'd like to verify both aspects MiMa:

  1. Does MiMa built with Scala 2.12 continue to find (and not find) all the problems in its functional test suite?
  2. Does MiMa built with the HEAD of the current-in-dev Scala version find and not find all the problems in its functional test suite (with the target code built in Scala 2.11-2.13)?

As it's currently implemented it's not trivial to setup dbuild in the community build for both use cases.
