This uses mint yearly inflation as a %, building another PR off this for setting manually at a fixed rate per year (paid per block) |

builds off cosmos-sdk fork: liftedinit/cosmos-sdk#1
This SDK fork is required just to remove mint from having a begin blocker (manifest overrides).
