client build script improvements

• actually fail build when sync or hash steps error
• recover and log exceptions rather than crash
• improve logging (no more duplicate errors from tsc on common imports)
• MOAR colorz
• standardize path conventions in package.json build objects and logs - /rooted paths are repo relative otherwise package relative
• ditch the various haphazard watch logics in favor of a common task harness
• handle directory changes on watched globs (previously, the list of files being watched were frozen when the glob was first run)
• many watch related bugfixes
