Description

https://github.com/actions-rs/toolchain is pretty much unmaintained. It had its last commit in 2020. Our CI generated a lot of warnings due to outdated NodeJS toolchains and deprecated GitHub actions commands. See https://github.com/libp2p/rust-libp2p/actions/runs/3963608745 for example.

We have until June 2023 to migrate away from the deprecated GitHub actions commands: https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/

Motivation

A working CI.

Tagging this as priority:important because it will block our CI eventually. It is not super urgent, we have until June to fix this.
