The const_cast is not pretty but it is the best that can be done with the current SegmentString API.

These changes improve performance by about 25% in the following test whose runtime is almost exclusively prepared polygon intersection testing with many large/multipart polygons.
The performance testing was done on top #688 but these changes are independent of it.
