Exception occurs, when AutoSuggestBox has initial visibility state Collapsed, OnApplyTemplate() is not being called and TextBox and SuggestionsList properties are not initialized. Fixes #811.
This makes events to resubscribe each time component is loaded after unloading (which unsubscribes from events), not only once in `OnApplyTemplate()` method. Also check for Hwnd hook resubscription. Fixes #813.
