Can you please add some instructions to your SIP plugin? Like the android devices it will support, what changes we will need like SIP account.

I need to make call to a phone number, so what will be the requirement and changes I will need. Will I need any account, if yes then where can I create so? Where to enter the phone number I need to call. What I can do to make my user to pay charges for this call?

This is just a wrapper around the SIP functionality provided by the Android OS. Account information needs to be filled in your phone settings.
If you are going to integrate this into your app, I can provide you some quick tutorial on how to do it from the programming point of view.
