feat(store,world,world-module-metadata): add tablegen and worldgen bin

This PR closes issue #3030

• the store package now exports a tablegen binary
• the world package now exports a worldgen binary
• the world package now uses the tablegen binary from store in the build:mud npm script
• the world-module-metadata package now uses the tablegen binary from store and the worldgen binary from world in the build:mud npm script
