Add REMOTE_AUTH_AUTOCREATE_GROUPS

When REMOTE_AUTH_AUTOCREATE_GROUPS is True, Netbox will create groups
referenced in the REMOTE_AUTH_GROUP_HEADER that don't exist in the
database.

Closes netbox-community#7671
