chore: bump dependency versions

Description

This PR updates the dependencies. Among other things, it updates the clap version from 3.2.5 to 4.3.10 and addresses its API changes. Combined with the criterion dependency update, this should fix https://github.com/lambdaclass/cairo-vm/security/dependabot/6.
