The runviewer resampling is supposed to make all instructions visible, even if they would otherwise be too short to display on the current zoom setting. It seems as though digital signals on a pulseblaster that occur at t=0 cannot be seen until you zoom in on them to within an order of magnitude of the timescale of the instruction (e.g. 100e-6 s pulse can only be seen when the scale is approx 100e-3 s per tick)
