1. Set for each project users who can add or validate a questionnaire before publication

=== Plugin installation

1. Copy the plugin directory(chiliproject_questionnaires) into the vendor/plugins directory
   NOTE: The plugin directory must be chiliproject_questionnaires!

2. Migrate plugin:
   rake db:migrate_plugins NAME=chiliproject_questionnaires RAILS_ENV=production

3. Start Chiliproject

4. Grant add_questionnaire right to users who will create questionnaire and valid_questionnaire right to user in charge of the validation of questionnaire
