What this PR does / why we need it:

This PR adds GCS public bucket support to publish-release. When creating a new GitHub release, our utility now can read artifacts from publicly accessible buckets to add them to the github releases page.

Which issue(s) this PR fixes:

None

`publish-release` can now upload artifacts to GitHub from Cloud Storage buckets

When creating a github release, assets can now be copied from
GCS buckets by specifying a gs:// URL.
