remove version package in favor of sigs.k8s.io/release-utils/version

What this PR does / why we need it:

• remove version package in favor of sigs.k8s.io/release-utils/version
• drop ldflags those are handled in the version package, for now, keep only the gitVersion due to an issue in the go upstream (runtime/debug: document BuildInfo.Main.Version == "(devel)" golang/go#29228)
