fix help flag 'pflag: help requested' error #9614

explanation:
pflag.Parse()
is called in cmd/minikube/main.go via setFlags() - before the help is initialised (as it will later on in cmd/minikube/cmd/root.go via Execute() and cobra package)according to the pflag.Parse() doc: "The return value will be ErrHelp if -help was set but not defined." (ref/code: ErrHelp, parseLongArg and parseSingleShortArg)
so, we need to bypass pflag's check for help flag to be able to pick up other flags (eg, for #9521 in #9592) and then let cobra initialise the help properly
