Given the latest debian-hyperkube-base is based on Debian Stretch which is no longer receiving security updates as of 07/06/2020 and that k/k has completely stopped using it (kubernetes/kubernetes#88676) we should migrate off it as well.
P.S. We may want to migrate node-authorizer to be a scratch container as well but that will require some more digging into.
