Add support for --dns flag in Docker config #12789

This commit adds support for the --dns flag which is provided as a Docker daemon startup flag. The flag is used to set the IP address of the DNS server that the daemon injects into containers. Multiple --dns flags are supported.

@hakman What is the process by which we'd get this fix backported to Kops 1.19? Is that documented somewhere? |
@jwolski2 There is no process to back-port to kOps 1.19. There is no plan to release any other builds there. |
