Kubernetes 1.17 was validated against Docker 19.03, no specific version mentioned in the release notes, but the website mentioned Docker 19.03.4 with contained 1.2.10:

Update the latest validated version of Docker to 19.03 (#84476, @neolit123)

Since then, Docker released a few more versions, latest being Docker 19.03.8 with containerd 1.2.13. Both are patch releases with useful bugfixes:

My proposal would be to release Kops 1.17 with Docker 19.03.8 as the default.
