Deprecate LaunchConfigurations in favour of LaunchTemplates

We waited for 1.19 release before doing this and see if there are any major issues with LaunchTemplates.

That's great. Should we discuss this in office hours before beginning work on this to understand whether this is in the best interest for the community before beginning this work? ( going to be a good amount of work, testing and validating stuff )
