Remove nonexistent load flag from docker build commands #9122

What this PR does / why we need it:

A nonexistent --load flag is currently being added to docker build commands in the main Makefile for the Darwin kernel. This PR moves this flag from docker build to docker buildx build, where the flag is in fact valid.

We need to fix this issue because it causes essential commands like make dev-env and make image fail for macOS users.

How Has This Been Tested?

I am currently facing this issue.

$ system:
2,3 GHz Intel Core i9 8-Core
macOS Monterey 12.6

$ uname -m
x86_64

$ uname -s
Darwin

$ docker --version
Docker version 20.10.17, build 100c701

$ go version
go version go1.19 darwin/amd64

$ kind version
kind v0.15.0 go1.19 darwin/amd64

make dev-env is working after this change:

$ make dev-env
...
MAC_OS=Darwin
GOARCH=amd64
...
Kubernetes cluster ready and ingress-nginx listening in localhost using ports 80 and 443

Hi @jaehnri. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
