feat: support enable nginx debug_connection

What this PR does / why we need it:

sometime ingress-nginx run slow, we need debug in production env. set debug level log will print too many logs. this feature can set some client's request enable debug level log. it's a useful feature for production env troubleshooting.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
