Repository: Add changelogs from release-v1.10.

What this PR does / why we need it:

This PR adds changelogs for controller v1.10.2 and chart v4.10.2 from the release-1.10 so users can easily find them on main.

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• CVE Report (Scanner found CVE and adding report)
• Breaking change (fix or feature that would cause existing functionality to change)
• Documentation only
