CI: Bump forgotten Ginkgo versions.

What this PR does / why we need it:

I recently bumped Gingko to v2.19.0 via a Dependabot PR but forgot to also do so in some other places manually. This PR bumps those places.

Changes in go.sums might result from running go mod tidy here and there.
