Jsonify description of healthchecks configured by Transparent Health Checks

This is a follow-up on #2068, which jsonified Description of healthchecks configured with a BackendConfig PRD. The present PR jsonifies descriptions of healthchecks configured with by the Transparent Health Checks feature (see #2081 and #1985).

Child PR dependent on #2081, please review only the commits titled Jsonify description of healthchecks from THC and Update go.mod, go.sum and vendor files to update golang.org/x/exp to 47ecfdc1ba53.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
