The current logic for subsetting picks atmost (limit/numZones) number of nodes per zone. If some zones have a large number of nodes and other zones have only couple of nodes, the total endpoint size will be less than the desired limit, even when it is possible to pick upto the limit.
This PR fixes the behavior to select as many nodes as possible in all cases.
