What this PR does / why we need it:

Add myself as an approver and reviewer for the directory cluster-autoscaler/cloudprovider/hetzner. I am employed at Hetzner Cloud and work on our Open Source Integrations, including the cluster-autoscaler provider.

As I am a member of the k8s org, I removed the comments so the bot can automatically assign me to new PRs.
