What this PR does / why we need it:

#4233 introduced an option to use multiple expanders. However, whenever priority expander is used, but its ConfigMap is not defined or malformed, all subsequent expanders have no effect. This PR changes this behavior and allows subsequent expanders to be used as a fallback in case there are problems with priority expander ConfigMap.

Priority expander no longer blocks scale up when its ConfigMap is missing or malformed.
