Update instance list ahead of patch release cut as per #4496
Note: This PR and the associated ones for 1.21 and 1.22 show fewer changes than those in #4520 as that was run with the new use of DescribeInstanceTypes api rather than the Json parsing here. We do not intend to cherry-pick that functionality back to existing releases as it requires new AWS IAM permissions.
