This is a backport of the changes in #3545 to release 1.19 to ignore terminated pods from scaledown calculation.
This is not a direct cherry-pick, mainly addressing the minor change in DataDog@8a94cec#diff-bf6e7c08974eb5a11d1c1e00d19b7a0143e7be31e596a01a301739a2ba184fc8L69
