What this PR does / why we need it:
WireGuard is available from the default repos in RHEL 9 beta and CentOS Stream 9 so installation of a third party repo and wireguard-dkms package isn't needed.

Not sure if PRs for EL9 are being accepted yet but in my testing everything was working fine except WireGuard installation thus this PR

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
