[2.17] Fixed default DNS min replica for single node cluster #8109

What this PR does / why we need it:
Single node cluster don't need 2 coreDNS pods.
This PR compares 2 (current absolute default value) and the length of the k8s_cluster inventory group and uses the minimum as the default value for dns_min_replicas

Hi @smasset. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Push to branch can only be used to backport changes done in master.

Indeed, as it's merge on master let's go for 2.17 tada Oops didn't see that it was lgtm cancelled

Fixed both PRs and now using k8s_cluster group
