Replace Kata 1.x with Kata 2.x

What this PR does / why we need it:
This PR adds support for Kata-containers 2.x (2.0 and 2.1) and drops support for Kata 1.x which has been archived and deprecated upstream with the release of their 2.1.0 version.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
