What would you like to be added:
Openstack external cloud controller configuration inopenstack.yml should contain a setting like external_openstack_lbaas_provider to provide a way to configure a specific a LoadbalancerV2 service provider.

Why is this needed:
Currently, setting external_openstack_lbaas_use_octavia=false allow one to switch to Neutron-LBaaS, which makes lb-provider to be set to amphora instead of octavia.

Unfortunately, there is no way to specify another loadbalancerV2 service provider although haproxy service provider could be deployed instead of amphora.
