netlify: fix missing go.sum entry for blang/semver

What this PR does / why we need it:
This PR fixes the netlify deployment issue. Since blang/semver dependency is missing which comes as part of import sigs.k8s.io/cluster-api/hack/tools/mdbook/releaselink, the target make -C docs/book build fails. This PR adds back the above import to fix missing go.mod and go.sum entries.
