What this PR does / why we need it:
fix: VirtualNetworkRule match issue during account search
related to kubernetes-sigs/cloud-provider-azure#6741
original code logic does not check every VirtualNetworkResourceID in the account, thus the matching is incomplete, this PR fixes the issue.
