resolve name to ip before passing to csi-proxy

What this PR does / why we need it:
csi-proxy is running in hostnetwork so it can't resolve hostname of k8s services to IP. This PR resolves name to ip before passing to csi-proxy.

I'm waiting for a kubernetes-csi member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
