Issue with Prow configuration prevents merging #2056

What happened:
#2036 passed tests, but repeatedly fails to merge due to some prow misconfiguration in this repo or in GitHub.

failed merging [2036]: [PR is unmergable. Do the Tide merge requirements match the GitHub settings for the repo? Required status check "Travis CI - Pull Request" is queued.]

What did you expect to happen:
The merge should occur

was it because there was a /hold?
Cannot reproduce the problem.

The issue was occurring before the hold; I enacted it to keep Prow from continually failing to merge it.

It seems from the PR thread that there was some sort of conflict with Travis, and the issue was resolved.
