Support for third party sources (just drop json descriptors in thirtparty folder then restart)

Tile servers !

Two files are now provided :

A version with a bundled JRE 17 for Windows
A version without JRE (then it will use yours)
At this time it is packaged only for Windows by lack of time but it can run easily on Linux or Mac OS. Let me know if you have issue with that.

This version is a major change :

It introduces the json descriptor.
In previous versions, opendata integration were done by adding code.
In that version, while it is of course still possible to integrate new opendata services with code, a prefered way is to use new json descriptor system (see documentation)
