I realized that I forgot the cargo:rerun-if-env-changed=SOURCE_DATE_EPOCH, and then I thought I would add rerun-if for the vendor folder if I was making this change anyway. I wish that the
cccrate was capable of detecting dependencies automatically such as bindgen can, but it doesn't seem to support that from what I see.
