manage=off rule doesn't apply to running iOS simulator when yabai is restarted #297

I have the following rule for iOS simulator windows:

yabai -m rule --add app="^Simulator" manage=off

While this works perfectly fine for newly started Simulators it doesn't work when the Simulator is already running when yabai is restarted. In this case the existing Simulator is tiled. Any newly stared Simulator after restaring yabai is floating correctly.

This issue is a follow-up from #294
