docs: man: sort FILE section (firecfg.1)

Move the "FILES" section to right before the "LICENSE" section in
firecfg.1.in, to match what is done in the other man pages.

This amends commit ef6cfb8 ("firecfg: add ignore command and docs",
2023-06-29) / PR netblue30#5876.

Relates to netblue30#6451.
